How to demonstrate psychosocial controls, not just a policy on pape

From December 2025, managing psychosocial hazards is enforceable under work health and safety law across Australia. The part most organisations underestimate isn’t writing the policy. It’s showing the policy is actually lived on the floor. Regulators have been clear about what they want to see: controls applied, not a document in a drawer.

A policy is not a control

A psychosocial policy describes intent. A control is what actually happens: the workload that got adjusted, the check-in after a hard week, the expectation reset calmly and early. If you can’t show the control happening, you can’t show the hazard was managed. “We have a policy” is the answer that fails an inspection.

What regulators are actually looking for

Four things, in practice:

• Consultation with workers, not a one-off survey.
• A risk assessment tied to the real work, not a generic template.
• Controls chosen to match the hazard.
• A record that those controls were applied over time, by the people responsible.

The first three can be produced on paper. The fourth has to be captured as it happens, and it’s where most organisations come up short.

Why the record is the hard part

Leadership is where psychosocial risk is created or controlled, and leadership happens in moments that rarely get written down. A supervisor notices fatigue and quietly changes a roster. A manager has a calm word about workload. These are exactly the controls a regulator wants to see, and they disappear the instant they’re not captured. Memory isn’t evidence.

What good evidence looks like

It’s captured at the time, not reconstructed later. It’s attributable, so it’s clear who did what, for whom. It’s specific, the actual interaction rather than a generic note. And it’s consistent, a pattern across leaders rather than one diligent manager. Together that’s a defensible picture: not that you intended to manage the hazard, but that you did.
